中古車審査の義務化

ブキット・ムルタジャム : 二個一車の流通を防ぐため、近々プスパコムによる中古車の審査が全中古車に適用される。これにより、中古車の売買により所有者の名義が変わる場合、プスパコムによる審査を受けることが必要になる。政府は市場に氾濫する二個一車に懸念を示しており、今回の改正により、これらの流通を抑えることができると考えている。

「クリタ・ポトン」と呼ばれる二個一車は事故を起こしたときの危険性が指摘されており、政府は今回の改正により、中古車を購入する人の安全を守ると説明している。プスパコムの発表では、今年1月から3月までの調査で1200台(1日約20台)の「クリタ・ポトン」が見つかったという。年ごとの移り変わりで言えば、2003年が521台、2004年が2,368台、2005年が4,062台となっており、年々増加傾向にあることがうかがえる。

プスパコムは今回の改正により増加するであろう仕事量をこなすだけの労働力と技術を確保したと発表している。また、政府は今回の改正にあわせ、マレーシアの道路から古い車を駆逐する施策も検討しているという。

Puspakom to vet all used cars to prevent 'kereta potong'

BUKIT MERTAJAM: It will soon be made mandatory for all used cars or vehicles to undergo inspection at Puspakom before the Road Transport Department allows ownership transfers.

This is the latest move by the Government to tackle the cut-and-join vehicle (kereta potong) problem.

Transport Minister Datuk Seri Chan Kong Choy said the Cabinet had recently approved the move to protect used-vehicle buyers from ending up with cut-and-join cars.

He said the Government was concerned with the high number of such vehicles in the market.

“Previously, financial institutions used to initiate such inspection before approving car loans. But now we are moving one step further to make it mandatory to undergo a roadworthiness test.

“Whether you are taking a loan or buying the car with cash, you will still have to go through this inspection,” he said before chairing a state MCA liaison committee meeting at the Bukit Mertajam MCA division office here yesterday.

Sunday Star front paged the story this week and highlighted the rising number of cases involving cut-and-join cars in recent years.

The report warned buyers about the perils of getting a second-hand car, which might actually be a kereta potong.

These vehicles even come with proper papers.

It was reported that Puspakom detected 1,200 kereta potong from January to March, with an average of 20 cases a day.

Throughout last year, it said, there were 4,629 such cases detected while there were 521 in 2003, 2,368 in 2004, and 4,062 in 2005.

Chan said Puspakom was ready with the necessary manpower, expertise and capacity to detect such vehicles.

“Puspakom is going through the details with JPJ as well as with officers from my ministry. This is to facilitate the enactment of related bylaws.

“We will soon announce a date to implement this ruling,” he said.

He noted that the JPJ would facilitate the transfer of ownership only when it was satisfied with the vehicle’s roadworthiness certificate from Puspakom.

Chan said the ministry was also still studying the possibility of barring old vehicles from Malaysian roads.

“But we do not want to rush into implementing this as we must first consider the interests of all parties,” he said.

Earlier, Chan presented a cheque for RM50,000 to the SJK(C) Boon Beng, Simpang Ampat here for the construction of its RM4mil new building.

He said MCA Penang had committed to raise RM150,000 for the building and had so far raised RM90,000.
